The purpose of the assessment was to review the practices and experiences of different community driven approaches in delivering water supply and sanitation services in Afghanistan and thereafter recommend revisions to the current strategy and implementation arrangements to ensure a more consistent, cost-effective and efficient means of scaling up service delivery in rural Afghanistan. Since the nature of the evaluation required access to a variety of information (such as technical information, social information, financial information, information based on observations and inspections, information insights developed from community perceptions, recalls etc.) a mixed method approach, consisting of quantitative and qualitative data collection tools.

10 districts out of five Provinces were selected for the study and using stratified random selection procedure. The study covered schemes under ARTF (CRA, FGA, Helvetas, NCA and HAS), ACTED/NSP, AKDN, DACCAR, GAA & SCA in five provinces.
